He graduated from Tokyo National University of Fine Arts and Music in 1952.  He studied under Saburo Takata and Kazutsugu Nakata.  Sugiura placed first in the 1955 audition for the NHK Symphony Orchestra.  He also received the This TBS award in 1963.
